Paul Baggeroer

Associate Director, Program Chief Engineer

Paul was appointed the Engineering Lead for AISR Programs in April 2022. He is based in Westford, MA and manages the Program Chief Engineering organization for AISRS. Paul has sixteen years’ experience with Collins. Prior to this role, he managed the Chief Engineering organization for the Domestic Airborne Programs value stream.
Dean Baxevanis

Director, Business Development Airborne Programs

Dean joined the Company in 2012 as International Trade Manager, serving to promote international trade and exportability of ISR & Space System products to military and civil customers around the globe. In 2014, joined the International Airborne Programs division, responsible for promoting the DB-110, MS-110 and TacSAR airborne reconnaissance systems to international customers. Dean was promoted in 2022 to his current role, responsible for both US and International Business Development of Collins Airborne ISR systems.
Before joining Collins Aerospace, Dean held positions in the Office of the Under Secretary of the Air Force, International Affairs (SAF/IA), supporting US Air Force international space engagement (space-based ISR) and serving as export-licensing officer for C4ISR technologies.
Dean holds a bachelor’s degree in Political Science from the American University, a Master’s in Public Administration from the George Washington University, and has served in the U.S. Armed Forces as a Reservist. Married with a son, Luca, and daughters Eleni and Ellis, Dean enjoys spending time outdoors fishing, recreational shooting, and kayaking.
Elaine Bitonti

Vice President, JADC2 Experimentation & Demonstration

Elaine Bitonti leads the JADC2 Experimentation & Demonstration Team for Mission Systems at Collins Aerospace, a business unit of Raytheon Technologies. In this role she is responsible for the design, funding and execution of service level demonstration and experimentation campaigns that advance Mission Systems technology and capabilities across the spectrum of JADC2.
Bitonti is also responsible for Business Development for Mission Systems. In this role, she leads the Business Unit’s efforts to identify and capture new business opportunities, both in the U.S. and internationally.
Since joining Rockwell Collins in 2010, the predecessor of Collins Aerospace, Bitonti has held a series of increasingly responsible leadership positions. Most recently, she led Business Development for the $1.4 billion Communications, Navigation & Guidance Solutions portfolio within Mission Systems.
Bitonti began her career at Collins in the Simulation and Training business and was then appointed to lead a department responsible for Strike and Strategic C2 business development, which included fighter, bomber, trainer and NC3 aircraft. She was promoted to director in 2015 and took over business development responsibility for the Strategic and Unmanned Aerial Systems (UAS) business area.
Prior to her time at Collins Aerospace, Bitonti spent 10 years at Lockheed Martin Corporation. She began her career as a financial analyst, progressed into program management and found her passion working with customers in the Business Development organization focused on adjacent market expansion.
Bitonti earned a Bachelor of Science degree and graduated summa cum laude from Ithaca College. She had a dual major in International Business and Management and a minor in French. Bitonti is fluent in French and continues to maintain her proficiency in the language.
Bruce Brown

Senior Director, Business Development

Bruce Brown is the Senior Director of Business Development for Intelligence, Surveillance, Reconnaissance and Space (ISRS) for Mission Systems at Collins Aerospace, a business of Raytheon Technologies. He is based in Lexington, South Carolina, and is responsible for the business development activities for the Airborne ISR portfolio, Defense Systems portfolio, and Space Systems portfolio.
Brown has over 20 years of aerospace and defense experience. Prior to this role, he served as Director of Requirements and Capabilities for Naval Shipboard Missiles. Brown began his career in 2009 at Raytheon Integrated Defense Systems as an engineer, and has since held positions in business development, engineering, product lines and requirements & capabilities across multiple programs and services.
Before joining Raytheon in 2009, Brown was a platoon leader and tactical control officer for a Patriot Fire Unit, stationed at Ft. Bliss, TX. Brown retired from the Army in 2009.
Brown holds a Bachelor of Science degree in Systems Engineering from the United States Military Academy at West Point and a Master of Business Administration from Northeastern University with a focus in High Technology Management and a Masters in Finance from Northeastern University. He is currently pursuing a Doctorate in Business Administration.
He is a graduate of the RTX Leadership Development Program and holds EVMS, capture management, and program management certifications.
Andy Jeffrey

Director, Business Development Airborne Malvern

Born in 1966, Andy joined the RAF in 1986 and following navigator training was posted to the Tornado GR1 on IX Squadron at RAF Bruggen, in Germany in the strike/attack role. Following this, he was posted to the Hawk T Mk1A as a Navigator Training Instructor on 234 and 74 Squadrons at RAF Brawdy and then RAF Valley. After returning to the Tornado GR1A on II(AC) Squadron in the recce/attack role, he was one of the first two Tornado crews to fly with night vision goggles, Jeffrey then completed the QWI course winning the trophy for best student. On promotion to Squadron Leader in 1998, Jeffrey completed staff tours in the Air Warfare Centre and then the ISTAR procurement area of the MOD before returning to the GR4 force on II(AC) Squadron and was appointed the deputy squadron commander.
Following Staff College, Jeffrey was appointed as the MOD’s UAV/UCAV expert in the Air Staff and drafted the highly acclaimed UK UAV Road Map and UK UAV Airspace plan. He then went on to be the first OC of the newly reformed 39 Squadron flying the MQ-9 Reaper Remotely Piloted Air System (RPAS) in Creech AFB, NV and developed the aircraft’s multi-mission capabilities in the ISTAR and armed roles. For his efforts in introducing this vanguard capability, Jeffrey was awarded the OBE in 2010 and then returned for a 3rd tour in the MOD within the Joint Capability Area with specific responsibility for the development of CONOPs for novel weapons.
In 2011 Jeffrey left the RAF and joined UTC Aerospace Systems as a business development manager responsible for the marketing of the DB-110 sensor which started operations in the RAF’s RAPTOR pod. Since then, Andy has widened his expertise to include MS-110 and TacSAR sensors along with being the driving force behind (and in ‘front of house’) for the DB-110 Operator’s Conference. In 2016, he co-authored a book outlining the development of the RAPTOR system to commemorate its 10,000 flying hour with the RAF.
In 2017 Andy took on the role of Director of Business Development at the Malvern facility in UK responsible for the ground exploitation and data management capabilities within the business. More generally, Andy’s service experience allows him to be at the forefront of developing concepts of operations for both customers and company use. He is married to Louise and enjoys playing the guitar, song writing, running and flying.
Lora Magliocco

Director and General Manager, Airborne Westford

Lora Magliocco is the Director and General Manager of Airborne Intelligence, Surveillance, and Reconnaissance Solutions (AISR) for Mission Systems at Collins Aerospace, a business of Raytheon Technologies. She is based in Westford, Massachusetts, and is responsible for the profit and loss of a major portfolio that spans three locations and includes Westford, MA; Hood River, OR; and Malvern, UK. AISR is made up of over 600 people that provide mission support services, advanced software products, and sensors that give actionable intelligence to both international and domestic warfighters.
Magliocco has over 15 years of aerospace and defense industry experience. She has held various roles of increasing responsibility, beginning her career in software quality assurance. Prior to her current position, Magliocco was the Director of Programs for the Domestic Airborne portfolio. Prior to her role as the Director of Programs, she was the Director of Foreign Military Sales for the International Airborne Portfolio where she was responsible for the development and delivery of intelligence systems to foreign partners. Magliocco has also previously worked as the lead for the Emerging Technologies airborne programs within the Domestic Airborne portfolio.
She earned a Bachelor of Science degree in Software Engineering from the Rochester Institute of Technology, and a Master of Business Administration from Northeastern University.
Nicholas Palumbo

Associate Director Value Stream Management

Nick was recently appointed value stream leader of Sustainment & Modernization in August of 2022. He is based out of Westford, Massachusetts, and is responsible for the profit and loss of a portfolio that includes both domestic and international offerings deployed in theaters across the globe. Nick has 18 years of experience with Collins. Prior to his current role, Nick was Finance Manager for Airborne ISR Solutions and Defense Solutions.
Jim Pawson

Managing Director, Intelligence Solutions Airborne Malvern

Born in 1970, Jim started his professional career as a Ministry of Defence Electronics Apprentice at the Royal Signals and Radar Establishment, UK. In 1991, Jim was awarded the Apprentice of the Year trophy for the 4 year apprenticeship and post-graduation undertook an Electronics Engineering Honours Degree graduating in 1993.
Following his degree Jim joined the Defence Research Agency as an Engineer working on Electronic Warfare systems. In 1996, Jim switched into a more formal management role and embarked on his career as a Project Manager. Working through commercial programmes delivering research technology into the defence industry Jim worked in Software, Project and Programme Management positions. Jim became a Chartered Engineer whilst working for the Defence Evaluation and Research Agency and in 2003 he joined Goodrich Corporation as the Programmes Director. In the 9 years Jim was with Goodrich he led the programmes function and business excellence delivering growth to the Malvern ISR business. In 2012, Jim left Goodrich to take the position of Avionics Product Leader with General Electric (GE) Aviation based in Cheltenham, UK.
During his time at GE Aviation, Jim was responsible for the Legacy Avionics portfolio P&L in both the Aftermarket and Original Equipment Manufacture areas of the business. In addition, Jim also led a multi-year special project to divest a significant proportion of the legacy avionics business culminating in a successful 2016 sale.
Jim re-joined UTC Aerospace Systems, Malvern (now Collins Aerospace) as the Managing Director in October 2016. Jim became a Fellow of the Institution of Engineering and Technology in 2021.
Jim is married to Sarah, has four children and enjoys running, golf, track day driving and classic cars.
Andrew (Andy) Seitz

Andrew (Andy) Seitz is the Sr. Director of Engineering, ISR and Space Solutions Engineering. Mr. Seitz was named to this position in November 2021 and leads the Space Systems, Defense, and Airborne ISR Engineering Departments supporting the Raytheon - Collins Aerospace - Mission Systems, ISR and Space Solutions business.
Prior to assuming his current role, Mr. Seitz served in Engineering Sr. Director roles leading the Collins Aerospace – Test and Training Instrumentation, Joint Fires, Electronic Warfare, Command, Control, and Communications (C3), Ejection Seats, and Energetics-Propulsion engineering organizations. He has also held various Software, Hardware, Systems, and Project Engineering roles as well as team leader, department leader, and director positions across Collins Aerospace.
Mr. Seitz joined Raytheon – Collins Aerospace through the Rockwell Collins - NLX Corporation acquisition in 2003. Prior to his time at NLX, he supported navigation systems research through the Ohio University Avionics Engineering Center in Athens, Ohio and the Boeing Corporation in Seattle, Washington. Mr. Seitz received a Bachelor of Science in Electrical Engineering (BSEE) and a Master of Science in Electrical Engineering (MSEE) from Ohio University.
Travis Willson

Associate Director Value Stream Management, MS-110 Programs

Travis is based in Westford, Massachusetts, and is responsible for the profit and loss of the MS-110 Reconnaissance System value stream. He has over 13 years of experience working in both the public and private sectors. Prior to this role, Travis was the PM for the MS-110 launch program.
